Stella Chan the then 17 years old beat 17 others to lift the Miss Billion 1992 crown at the contest held at the Chang Hua Kor Moral Uplifting Society Hall in Bukit Mertajam, Pulau Pinang. Stella was a student and a part time model from Kuala Lumpur. She won RM2000 in cash and other gifts worth RM1000.
Second place was Rozifah Othman from Butterworth while Chin Soon Yee from Sungai Petani won third place. Chin Soon Yee was also the winner of two sub titles namely Miss Photogenic and Miss Goodwill. Another contestant Chew Sing Yee won Miss Sweet Smile sub title.
Second place winner won RM1200 and RM800 for the third place winner. Each sub titles came with RM1000 cash reward. Chin Soon Yee who aspires to be an air hostess was before the winner of Miss Photogenic title in Miss Chinatown Kedah 1991.
